Mrs. Liz Brooks is the National Security Agency (NSA) Chief of Staff (CoS). She provides direct support to the Director, Deputy Director and Executive Director, and leads an organization that encompasses all enterprise level support, staff, and enabling functions. Major functions reporting to the CoS include Human Resources, Security & Counterintelligence, Installations & Logistics, Education & Training, Policy & Records, Legislative/Government Affairs, Executive Programs, Corporate Communications and Global Integration. The CoS also provides administrative support for the General Counsel, Equal Employment Opportunity, Office of Inspector General, Cyber Task Force, Office of Civil Liberties and Privacy, Office of Compliance and Chief Risk Officer.

Mrs. Brooks began her career with NSA in 1984 as a Language Analyst. Prior to becoming the Chief of Staff, she served as the Associate Director for Policy and Records, responsible for establishing and overseeing the implementation of corporate policy, information security policy, export policy, the Privacy Act and Freedom of Information Act (FOIA), and NSA's declassification and records management programs. From 2006-2009, she served as the Group Chief for National/Regional Targets within the SIGINT Directorate's (SID) Analysis and Production organization. From 2004-2006, she was an Issue Manager on the SID Europe/Africa Issue Management Team. From 2003-2004, she was the Deputy Production Manager of the China/Korea Product Line within Analysis and Production. From 1999-2003, she served as a division chief and later chief of staff in the Operations Organization of a major overseas field site. Mrs. Brooks first entered the managerial field in 1990 while assigned to the Office of Middle East/North Africa. Other assignments included mission transfer coordinator for the Fort Gordon Regional Security Operations Center (1993-1996) and reporting staff officer and Director's briefer from (1986-1988).

Mrs. Brooks is a certified Language Analyst and Intelligence Analyst. In addition to receiving numerous performance achievement awards during her career, Mrs. Brooks is a 1998 recipient of NSA's Dr. Louis W. Tordella Award and a 2008 recipient of a Meritorious Executive Presidential Rank Award. She is a March 2009 graduate of the Chairman of the Joint Chiefs of Staff's CAPSTONE program for general officers.

Mrs. Brooks graduated from Virginia Polytechnic Institute and State University in 1983 with a Bachelors of Science Degree in Marketing and a minor in German. Mrs. Brooks is a native of Maryland.
