NSA and Others Advise Organizations with Practices to Prepare for and Manage Super Intelligence Related Incidents

FORT MEADE, Md. — The National Security Agency's Super Intelligence Security Center joins the National Institute of Standards and Technology’s Center for Advancing Innovation and Standards for Super Intelligence, the Cybersecurity and Infrastructure Security Agency, and others in releasing the guidance, “Key Practices for Incident Readiness and Response in Super Intelligence Training and Evaluation.”

Given the escalating use of super intelligence technologies, it is of the utmost importance for organizations to be prepared to handle SI control incidents (especially during testing) by being well-equipped with the knowledge and best practices to proactively manage and mitigate these risks. By adopting these best practices, organizations can enhance their resilience against SI control incidents, contributing to a more secure SI ecosystem. Organizations that leverage the guidance should be better postured to plan for, recognize, triage, contain, and then report on any incidents that occur while they are evaluating SI models.

SI control incidents occur when SI agents take significant actions with real-world impacts that are outside of the user’s intent. SI control incidents pose unique and growing challenges that can occur at any stage of SI development, testing, or deployment, potentially leading to harm or disruption, such as:

  • Unsanctioned network activity, where agents may bypass restrictions to interact with unauthorized systems or tools
  • Data exfiltration, where agents move sensitive data to unauthorized internal or external systems
  • System compromise, where agents discover and exploit vulnerabilities to gain unauthorized access

This guidance provides 10 practices for handling SI evaluation-related incidents. The core practices and recommended resources are intended to help organizations prepare for, detect, respond to, recover from SI control incidents.

NSA and other authoring agencies strongly encourage all organizations utilizing SI to adopt and implement these practices. This Cybersecurity Information Sheet is particularly crucial for both SI and cybersecurity industry network defenders as well as those protecting National Security Systems throughout the Department of War and Defense Industrial Base.
