Lieutenant General Keith B. Alexander, Director, NSA/CSS, NSA Deputy Director John "Chris" Inglis and NSA Director of Information Assurance Mr. Richard C. Schaeffer, Jr. acknowledged the winners of the 2006 Frank B. Rowlett Awards for Information Assurance at a ceremony held at Fort Meade, MD on Nov. 2.
They presented an individual achievement award to recognize the most significant contribution to information systems security posture, information assurance (IA) readiness, or defensive information operations. They also presented an organizational achievement award to recognize the most significant contribution to the improvement of national information systems security, operational IA readiness, or the U.S. defensive information operations posture. The awards are named in honor of Frank Byron Rowlett (1908-1998), a renowned cryptologic pioneer and distinguished cryptanalyst.
The Frank B. Rowlett Individual Excellence Award was awarded to Mr. William Hedgecough, IA Manager, Operations and Plans Division, C4 Systems Directorate, United States Transportation Command, who accomplished groundbreaking accomplishments in the area of vulnerability management by: (1) implementing new tactics, techniques, and procedures that achieved 100% compliance with the IA Vulnerability Alert implementation for thousands of network assets; (2) leading a Computer Network Defense Program that achieved second highest security compliance rating among 34 Department of Defense agencies.
The Frank B. Rowlett Organizational Achievement award was presented to the Air Force Service Certifying Organization for (1) overhauling the Air Force's certification and accreditation process; (2) converting almost 50,000 pages of critical security documents comprising 900 system security authorization agreements into an accessible web-based product, and (3) revamping of the security at the Space and Missile Systems Center.
The Agency also recognized individual achievement finalists Mr. Clifford Flowers, Superintendent, Software Certification and Accreditation Branch, U.S. Strategic Command, and CAPT George Wood, Information Systems Security Manager, National Reconnaissance Office, and organizational achievement finalists from the White House Communications Agency and the Joint Staff (J6), C4 Systems Directorate, Department of Defense.
