Transparency and accountability are core NSA values and essential principles in a democratic government. NSA is committed to sharing information that helps provide clarity and context for its intelligence activities while protecting national security interests.

The documents in these releases were important for understanding some of NSA’s basic activities --- including definitions of these activities as well as the limitations on them. Taken together, the documents define NSA’s traditional functions and show the steps NSA was taking to deal with the ongoing revolution in communications technology that characterized the times.
