The TEMPEST Certification Programs (TCP) consist of three closely related NSA programs: the Certified TEMPEST Products Program, the Certified TEMPEST Test Services Program and the Zoned Equipment Program. The essence of each of these programs, which involve partnerships with industrial companies, is briefly described below.

The Certified TEMPEST Products Program
NSA provides lists of commercially developed and produced TEMPEST telecommunications equipment, which NSA has certified under the auspices of the Certified TEMPEST Products Program. The lists are for use by government entities and their contractors to select products for processing classified information. NSA certification is a statement that the company has successfully demonstrated to NSA that its product complies with the requirements of the National TEMPEST Standard, NSTISSAM TEMPEST/1-92, Compromising Emanations Laboratory Test Standard, Electromagnetics, dated 15 December 1992. The certification process substantiates that the company has in place and applies to the product the manufacturing capability and product assurance controls necessary to ensure the continued TEMPEST integrity of the product subsequent to certification. Separate lists are provided for products that meet the Level I and Level II requirements.
The Certified TEMPEST Test Services Program
NSA provides a listing of commercial TEMPEST test services facilities that NSA has certified under the auspices of the Certified TEMPEST Test Services Program. The listing is for use by U.S. Government departments and agencies, U.S. Government contractors, and eligible TEMPEST product manufacturers to conduct TEMPEST testing related to the development and production of TEMPEST products.
The Zoned Equipment Program
NSA provides a listing of Commercial Off-the-Shelf (COTS) telecommunications equipment that is not designed to meet the National Standard, but has been tested against a portion of that standard and has been assigned a "Zone" of B or C. The zoned equipment listing offers an alternative countermeasure solution to the government user.
