
In 1987, the National Security Agency established its Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) Program. The program includes Historically Black Colleges and Universities, Tribal Colleges and Universities, Hispanic-serving Institutions and other Minority Institutions. Through progressive partnerships, the program's goal is to increase opportunities for HBCU/MIs to participate in, and benefit from, federal programs, and work with educational institutions to strengthen their capability to provide quality education. The program is a federally sponsored minority education program operating in accordance with programs addressed under P.L. 10 U.S.C. 2323 and Executive Orders 12928, 13201, 13230, 13256, and 13270.
The primary goal of the HBCU/MI program is to invest in the nation's future by:
Annually the NSA HBCU/MI program funds grants and contracts in support of unclassified scientific research, Summer Science Enrichment Programs, a teacher education program, computer lab upgrades, and many other technical efforts in its partnership with academia.
